DEVELOPMENT MANAGEMENT

Inception through to Sale or Operation

Development Management means something slightly different to every organisation or private developer.

We have been and continue to be engaged in all aspects of a project from pre-acquisition feasibilities through to asset disposal during or after a defect liability period.

We define Development Management as a start to finish service with the fine grain being subject to client requirements including but not limited to:

      • Finding sites
      • Pre-acquisition due diligence and feasibilities
      • Concept design & planning approvals
      • Contractor procurement and engagement
      • Pre-sales / tenant pre-commitment campaign management
      • Finance & funding coordination
      • Head contractor, contract administration

      • Planning approval compliance, plan sealing, lease plans and title registration management

PROJECT MANAGEMENT

Contractor selection through to Sale or Operation

Property Sector Project Management is a broad term that typically encompasses management of all cost related activities on behalf of a client or development manager.

The role can commmence at any point across the life of a project, however mostly commences when a client is ready to commence the head contractor selection process.

The roles and responsibilities we most commonly asociate with the project management role include:

      • Design Development
      • Tender Enquiry Preparation
      • Contractor procurement including commercial terms and contract negotiation
      • Full contract adminstration
      • Construction compliance and quality assurance
      • Project feasibility and cost reporting
      • Project programming and time management
      • Project completion scoping and coordination
      • Defect identification and rectification management
      • Defect liability period, contractor management and reporting
      • Head contract close out including warranty, security and deeds of release actions

CONSTRUCTION MANAGEMENT

Provision of professional services and licence to enable a developer, without a building arm, to build for themselves

Construction Management encompasses procurement, coordination, and supervision of subcontractors on a cost-plus basis in lieu of a head contractor.

To date, TLPC has performed this function in response to insolvency during a live project however has commenced offering it as a start to finish service.

The construction management offering generally encompasses:

      • Project setup including preparation of all management and safety plans
      • Budgeting and management of all preliminary items
      • Scoping and procurement of all sub trades
      • Material supply
      • Subcontractor coordination and supervision
      • Contract administration
      • Programming
      • Cost Reporting
      • Quality Assurance
      • Compliance and certification up to certificate of occupancy
      • Defect identification and rectification

TENANCY DELIVERY

Overseeing the delivery and opening of individual tenancies within a live asset or concurrent with an anchor tenant within a new development

Tenancy coordination is an important landlord representation role which is ultimately one or many fast-paced projects within a project.

This is an overseeing and compliance role that typically commences during the lease negotiation and runs through to the tenancy opening.

The responsibilities of the tenancy coordinator comprise of:

      • Review of HOA, lease,  or agreement for lease to understand responsibilities
      • Protection of the landlord and their asset from start to finish
      • Coordination of all landlord side pre-fitout activities
      • Facilitation of design reviews and statutory approvals
      • Coordination of all and any landlord works stipulated under the lease or agreement for lease
      • Coordination of all pre-start compliance documentation and approvals
      • Liaising with centre management or the head contractor in relation to any access, safety, and coordination issues
      • Ensuring relevant licences and insurances held by relevant parties. 
      • Overseeing the fit out and ensuring compliance with approved plans.
      • Management of interfaces and protection of base building services and finishes
      • Program management to ensure compliant completion and opening times
