TLPC was founded by Tom Low in early 2009 before being joined by Callan Sipthorp at the beginning of 2013.

Tom’s career commenced via a cadetship with Matrix Residential Projects while obtaining his Degree in Construction Management at the Queensland University of Technology.
Shortly after obtaining his formal qualification, he travelled to the United Kingdom where he continued to develop his skill set in Construction by obtaining a role as Project Surveyor and then Senior Project Surveyor for HBG Construction UK. HBG, which is now known as BAM Construct UK is part of the Royal BAM Group which is headquartered in the Netherlands and is one of Europe’s largest construction companies. Over the course of three years, Tom developed his commercial and contract administration skills performing the above-mentioned roles on a 7 Storey Hospital Project and 10 Storey extension, by way of an adjoining new build, to the Natural History Museum in South Kensington.
Upon returning to Australia, an opportunity arose with Consolidated Properties Group to undertake a role as Project Manager for their Development Portfolio under their Group Development Manager. Tom took this opportunity to diversify his skill set in the Property Industry whilst adding value to the Group via the disciplines he had developed through his experience in running Construction Projects. After a period of extensive exposure to all stages of development under Consolidated Properties, together with the development of some strong working relationships within the Brisbane Property Sector, Tom was able to establish TLPC Pty Ltd in 2009.

Callan has been involved in the Development & Construction industry via his family’s business from an early age prior to undertaking his tertiary degree. He was able to further his skills, knowledge, and interest through studying Construction Management at the Queensland University of Technology. During his study, Callan obtained a cadetship with Reed Construction Queensland (RCQ).
Callan was involved in a diverse range of project types during his time with RCQ. These included Retail, Commercial, Student Accommodation and several forms of Residential. With RCQ being a subsidiary of the Reed Property Group, he had the benefit of being exposed to the overall Development process.
Callan moved to London (UK) in 2006 to take up an opportunity with a Construction Management Consultancy firm, pcm Management. Initially starting in a QS role, Callan progressed to a Commercial Manager and eventually Project Manager. pcm Management merged with Confluence and was rebranded Confluencepcm UK. Callan’s main focus was retail and his major client during this period was international retail giant IKEA, completing two new build stores within the UK. Whilst working with pcm he also gained irreplaceable experience on the University of London Senate House refurbishment.
Callan established his own Consulting company in 2008 within the UK. Specialising in Contract Administration and Project Management, Callan was able to gain exposure to some Major clients including: Candy & Candy, Transport for London & Sainsbury’s. He was able to add High end Residential and Rail to his already varied array of experience.
In 2010 the time and opportunity was right for Callan to relocate back to Australia and take up a position as Project Manager (QLD) for Lascorp Development Group. During his time with Lascorp he was able to refresh and broaden his development knowledge. With Lascorp’s focus being Retail Development, Callan dealt with Woolworths, Coles & Big W. Lascorp was also involved in several joint venture projects with Fabcot, in which Callan dealt with the Woolworths owned Developer as a client and partner. A great example of this is the Central Highlands Marketplace in Emerald, which was successfully completed and opened in March 2012.

Rob joined the TLPC team in early 2015, he has had extensive construction experience over a diverse range of the industry from trade to management carrying out contracting, design, and development for himself and private developers plus engaging and managing consultants, major building contractors, civil contractors regionally and in all major cities of Australia for National Clients and National Construction companies.
Additionally he has co managed through EIS, Greenfield site to commissioning and occupation, a major Research and Development Centre for ICI/Orica Explosive Australia plus managed specialist projects in the explosive field across Australia and SE Asia successfully for them.
Following completion of his Carpentry Trade, throughout the years of exposure to many areas of construction he gained his Building Management Clerk of Works, formal qualifications in Civil Engineering and completed a Certificate in Building Construction/ Project Management.
Having worked on projects covering Residential and Resort Facilities, Commercial Construction/Refurbishment/Fitout Developments, Industrial Buildings, Aged Care Complex’s, Educational Facilities, Research and Development Laboratories, Medical Centre’s, Banks, plus specialist areas such as Explosive Manufacturing Plants and Laboratories and World Class Digital Sound Studios, Robs experience and pragmatic approach to all issues has delivered the desired results for National Clients and National Construction companies alike.
